For whom were the first playing cards made?

according to the international playing card sociotey "the first playing cards must have been invented in china (as they discovered paper) however this is not taking into account thae fact that the egyptians created a rather primitive form of paper and had many social games long before china even existed as an empire. However evidence of early suits on playing cards does point to china (coins and strings of coins which has links to mah jong). one thing which is certain though is that the earliest reference to them in europe is 1377ad and were brought over by the islamic empire
